Automated Enforcement Program

Program Overview

The City of Glenarden’s Automated Enforcement Program was launched in 2010. The program is administered by the City of Glenarden Police Department.

The program aims to increase traffic safety on roadways in the City of Glenarden using automated enforcement devices that enforce speed limits and red-light signals at certain intersections.

Enforcement locations are published on the Police Department's website and have been published in a newspaper of record.

Speed Enforcement

Speed enforcement signs are placed on each roadway with automated school zone cameras.  Citations are issued to vehicles traveling 12 or more miles per hour over the posted speed limit.

These citations are verified by a police officer, and a citation notice, including the vehicle's speed and photographs, is mailed to the registered owner of the vehicle. The citation notice explains how to pay a violation or request a court hearing. Fines are $40 and are civil infractions that do not assess points on a driver's record. Late and flagging fees are assessed for violations not paid before the due date.

All roadways in the City of Glenarden except Martin Luther King Jr. Hwy are designated residential enforcement zones and enforced 24/7/365. This provides the most significant level of protection for the motoring public and pedestrians utilizing roadways within the City of Glenarden – Citations are issued to vehicles traveling 12 or more miles per hour over the posted speed limit.

Red Light Enforcement

Red light citations are issued to vehicles that enter an intersection against a red signal. 

These citations are verified by a police officer, and a citation notice, including a photograph of the violating vehicle's rear registration plate, is mailed to the registered owner of the vehicle. The citation notice explains how to pay a violation or request a court hearing. Fines are $75 and are civil infractions that do not assess points on a driver's record. Late and flagging fees are assessed for violations not paid before the due date.

Maryland law regulates automated red-light enforcement under Transportation §21-202.1.

Speed Monitoring Systems Reform Act of 2014

According to the Speed Monitoring Systems Reform Act of 2014:

"A local jurisdiction that authorizes a program of speed monitoring systems shall designate an official or employee to investigate and respond to questions or concerns about the local jurisdiction's speed monitoring system program."

The designated ombudsman for the City of Glenarden is Lt. D. Robinson.

For Violations issued Before March 1st, 2024

Payment for such a citation may be made by mail to the address indicated on the citations, or you may pay online. Online payments may be made by going to www.OnlineCitationPayment.com. Payments cannot be made at the Glenarden Police Department. If you have trouble locating the login credentials on your citation notice or have problems logging in, contact the customer service department at 1-866-272-5409.  Between 9:00am and 4:00pm (EST) Monday – Friday.

Payment for Automated Enforcement Violations is not personally taken at the City of Glenarden Police Department. Do not come to the police department to pay for automated enforcement violations or obtain a registration flag release. They must be handled through the online payment portal or by calling the customer service telephone number.

Yes, The City of Glenarden charges administrative fees for violations that are not satisfied by the due dates and/or sent to collections. The Maryland Department of Motor Vehicles also charges a separate administrative fee for flag removals.
After fully satisfying all outstanding violations a flag release notification is sent to the Maryland Motor Vehicle Administration within 24 Hours by the City’s designated vendor. It may take up to 72 hours for the MVA to remove the flag from their system. Please be aware that you must pay additional fees to the Motor Vehicle Administration related to registration flags which are not in the purview of the City of Glenarden, and the MVA has its own timeline for removing flags.  
You may check the status of your registration with the Maryland Motor Vehicle Administration’s online system by visiting  https://mva.maryland.gov/Pages/default.aspx and navigating to the MyMVA Online Services A-Z, Tools, View your vehicle’s flags or at any local MVA branch.
Contact the Ombudsman and provide a copy of a police report showing that the vehicle was stolen prior to the dates of the automated enforcement violation. Please know that a UUV does not constitute grounds for a citation dismissal as the person operating the vehicle is known to the owner but will be reviewed on a case-by-case basis.
Please follow the instructions to transfer liability. Vehicle owners should note that transferring liability does not alleviate the vehicle owner of responsibility to ensure the violation is satisfied. Should the violation not be satisfied the registration will be flagged.
